The NAVFAC & USACE Three-Phase System
The QCM / SSHO team integrates quality control with site safety and health. The quality-control manager applies all three control phases to every definable feature of work and maintains the evidence NAVFAC and USACE need to verify compliance, while the site safety and health officer monitors safety requirements throughout execution.
Before work starts: review specifications, approved submittals, drawings, materials, testing, safety requirements, qualifications and the planned method of construction.
At the start of work: verify the approved approach in the field, establish the required workmanship standard and resolve differences before production continues.
Through completion: inspect ongoing work, verify testing, document results, track deficiencies and confirm corrections for acceptance.
